REST vs streams
REST request limits apply to the REST API only — they have nothing to do with WebSocket streams.
Stream limits
There's no per-event metering on streams. What your plan limits is how many concurrent subscriptions you can hold on any one channel at the same time — counted across your whole account (every connection and API key shares the counter).
What's a stream?
A stream is one concurrent subscription on one channel. Your plan sets how many of those you can run per channel at once, across your account — opening another connection does not raise the cap.
